The Chelsea defender has undergone tests to see the extent of the damage before any decision can be made, the Football Association has confirmed.
England are due to meet Estonia at Wembley on Saturday, before heading to Russia for a tricky encounter on a plastic pitch in Moscow.
Terry was reported to have pulled out of training on Wednesday and the problem worsened back at the team hotel, causing the doctors to send him for tests.
If the 26-year-old is unable to play then Sol Campbell cold return to the side to partner Rio Ferdinand, although Joleon Lescott and Micah Ricahrds are also available.
